UM and 10th IB Agila Division Seal Partnership for Advancing Strategic Communication System Through Project AgilaCom



The University of Mindanao, in partnership with the 10th Infantry (Agila) Division of the Philippine Army, successfully conducted the Ceremonial Terms of Reference (TOR) Signing for Project AgilaCom – A Multi-Communications Integrated System, reinforcing a shared commitment to innovation, national security, and disaster resilience.

Project AgilaCom is designed to address long-standing communication challenges within the Philippine Army, particularly in remote and conflict-prone regions such as Mindanao. Fragmented and unreliable systems have historically limited operational effectiveness, as seen during major crises like the Marawi siege in 2017 and Typhoon Haiyan in 2013, where delays in coordination, reinforcements, and humanitarian response led to critical consequences. In response, AgilaCom aims to unify diverse communication technologies into a secure, locally developed platform that supports real-time data sharing, encrypted communication, and intelligent routing—ensuring seamless interoperability among field units, mobile support teams, and command centers.

Aligned with the University of Mindanao’s pursuit on #SDG9IndustryInnovationandInfrastructure and #SDG17partnershipforthegoals, the initiative highlights the vital role of academic institutions in developing science and technology solutions that respond to national needs.

The successful TOR signing marks a significant step toward enhancing decision-making, operational efficiency, and coordinated response in both military engagements and disaster situations—demonstrating how strategic collaboration can translate into life-saving, impact-driven innovation.
